ITEM #19 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA; INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING A TEMPORARY STREET <br />CLOSURE, BY CAL -PAC ENGINEERING, OF THE ALLEY NORTH <br />OF "B" STREET FOR A PERIOD OF FOUR (4) WEEKS STARTING <br />APRIL 8, 2009 TO MAY 6, 2009. <br />DATE: MARCH 12, 2009 <br />BACKGROUND: <br />On March 4, 2008, the Public Works Department received a request from Cal-Pac <br />Engineering Co. for full closure of a section of an alley north of East "B" Street. This <br />closure request is in connection with remodeling of Colton Senior Housing at 539 East "B" <br />Street. The scheduled work will consist of the following street improvements: curb & <br />gutter, V -gutter, driveway and re -paving. <br />DISCUSSION/ANALYSIS: <br />The closure request submitted by Cal-Pac Engineering Co. requests the closure of the <br />alley from its intersection at 'B' Street to its dead end. Cal-Pac Engineering Co. has <br />requested the closure to commence at 7:00am April 8, 2009 and end at 6:00pm May 6, <br />2009. Cal-Pac Engineering Co. has submitted a traffic control plan based upon the Work <br />Area Traffic Control Handbook (W.A.T.C.H.) Manual with their application for a street <br />improvement permit. <br />FINANCIAL IMPACT: <br />There is no financial impact for the City of Colton associated with the requested street <br />closure; the developer has paid all required street improvement/grading fees. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 — Repair and <br />maintenance of existing facilities with no expansion of an existing use. <br />
