ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF APRIL 21, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE RECORDATION OF A NOTICE OF COMPLETION FOR <br />REMOVAL OF UNDERGROUND STORAGE TANK PROJECT. <br />DATE: APRIL 07, 2009 <br />BACKGROUND: <br />At the City's Corporate Yard, fuel depot underground storage tanks (UST) were installed in 1989. <br />There were a total of five (5) tanks onsite with the following capacities: 12,000 gallons gasoline, <br />8,000 gallons diesel, 550 gallons oil, 550 gallons hydraulic, and 550 gallons used oil. <br />In conjunction with new regulatory requirements established by the State Water Resources Control <br />Board the City was notified that the Corporate Yard USTs are within 1000 feet of a fresh water <br />drinking well and are subject to annual Enhanced Leak Detection Inspection. On December 7, <br />2007 and July 28, 2008, the County Fire Department Unit performed inspections and found the <br />existing USTs did not comply with the new regulatory requirements. The City secured a permit <br />from County Fire Department for the removal of these tanks prior to December 13, 2008. <br />Simultaneously, staff has installed above ground storage tanks to service the City's fleet, which <br />now meet the new standards set by the State Water Resources Board. The above ground storage <br />tanks have the capacity to hold 8000 gallons of gasoline and 4000 gallons of diesel; installation of <br />these tanks were completed in October 2008. <br />ANALYSIS/DISCUSSION: <br />On October 7, 2008, the City Council authorized the award of a construction agreement for <br />Removal of Underground Tanks Project to Cornerstone Technologies, Inc., in the amount of <br />$48,500.00. A Notice to Proceed for this project was issued on December 01, 2008 and the project <br />was completed as of March 4, 2009. Cornerstone Technologies, Inc. completed the project <br />satisfactorily as specified on the project plans and specifications, in the amount of $48,500.00 <br />Staff requests authorization to record the Notice of Completion for the Fuel Tanks Replacement <br />Project. <br />
