FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS, <br />DARYL PARRISH, CUA EXECUTIVE DIRECTOR <br />SUBJECT: CITY & CUA: AWARD OF BID FOR REHABILITATION OF WELL PLANT <br />NO. 16 AND REHABILITATION OF WELL PLANT NO. 22 <br />DATE: May 7, 2009 <br />BACKGROUND: <br />Wells Plants 16 and 22 are two of the City's water -producing wells. The Wells are essential in <br />the Water Department's ability to provide adequate water and fire flows to the Central Zone, <br />which serves customers in the Downtown, South Colton, La Loma Hills and Cooley Ranch <br />areas. <br />DISCUSSION/ANALYSIS: <br />The production capacity of Well Pumping Plant 16 and Well Pumping Plant 22 has decreased so <br />significantly that both well pumping plants are out of service. Well Pumping Plant 16 is <br />approximately 300 feet below ground surface and Well Pumping Plant 22 is approximately 500 feet <br />below ground surface. Because both well pumping plants are below ground, it is very difficult to <br />determine which pumping component has failed. <br />City Staff requested sealed bids from four pumping plant service and repair vendors to clean well <br />casings as well as remove, replace and install the three major components of each pumping plant. <br />The pumping plants consist of the following three components: <br />• Bowl assembly — provides the pumping action <br />• Column assembly —directs the water to the surface in 10 foot sections, 300-500 feet deep <br />• Discharge head — supports the entire unit and connects to the water system <br />On April 21, 2009 at 3:00 p.m., sealed bids were opened. City staff has reviewed bids for the <br />rehabilitation of Well Plant No. 16 and Well Plant No. 22. Please see attached bid analysis. <br />FINANCIAL IMPACT: <br />On May 5, 2009 City Council and Colton Utility Authority approved a short-term loan from <br />Wastewater Fund to the Water Fund in the amount of $1,400,000 to cover remaining expenditures <br />through Fiscal Year End June 30, 2009.
