CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF July 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Mark Nuaimi, Assistant City M geQQ� <br />ITEM #13 <br />SUBJECT: Approve Contract Amendment #3 with David Evans and Associates, Inc. <br />for Completion of Technical Studies Associated With the Development of <br />Specific Plan / EIR for Pellissier Ranch / La Loma Hills Area and <br />Extension of Term of Contract to Allow for Completion of Technical <br />Studies from March 27, 2009 to June 30, 2010. <br />DATE: <br />June 29, 2009 <br />BACKGROUND: <br />The proposed project area for La Loma Hills / Pellissier Ranch Area Specific Plan consists of <br />approximately 1,428 acres of undeveloped land. The project is bounded by the Santa Ana River to <br />the north and west, single family homes to the east and the City limits to the southwest. In <br />addition, the Colton Landfill bounds the site to the north. The City of Colton is developing <br />standards for planning and development to guide growth in the subject vicinity of Colton as part of <br />the Pellissier Ranch Area Specific Plan. <br />At the City Council meeting of June 19, 2007, City Council awarded a contract to David Evans and <br />Associates to complete Phase I of the Specific Plan development. In order to ensure progressive <br />communication with the City Council, the professional services agreement was broken into two <br />phases. Phase I encompassed the Visioning/Planning activities that included Initial Project <br />Meeting, Community Outreach/Project Programming, and Preliminary Land Planning (research <br />existing and proposed utility, Prepare Master Plan, Market Analysis, etc). Phase I has been <br />completed. <br />On February 5, 2008 Council approved a first amendment with David Evans and Associate, <br />thereby permitting the commencement of Phase II activities. Phase II had two unique components <br />running simultaneously: The Specific Plan and EIR/CEQA Compliance. The Specific Plan <br />component included Fiscal Analysis; Summary of Land use; Preliminary Engineering Studies; <br />Entitlements Processing; and Project team meetings. <br />On August 5, 2008 Council approved a second amendment with David Evans and Associate, to <br />cover additional work items performed under the EIR/CEQA activity (in the areas of Cultural <br />Resources, Traffic Analysis, and Project Management) and to extend the term of the contract <br />through March 27, 2009. <br />
