ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 15, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA; INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE EXECUTION OF A COOPERATIVE AGREEMENT <br />BETWEEN THE CITY OF COLTON AND CITY OF RIALTO FOR <br />THE 1-10/RIVERSIDE AVENUE INTERCHANGE PROJECT DETOUR. <br />DATE: SEPTEMBER 9, 2009 <br />BACKGROUND: <br />The City of Rialto and San Bernardino Associated Governments (SANBAG) have financed <br />construction of replacement of the Interstate 10/Riverside Avenue interchange. This project <br />includes replacing the existing five -lane Riverside Avenue bridge over 1-10 with a nine -lane bridge. <br />One additional lane will be added to each of the on -ramps and off -ramps to aid in entering and <br />exiting the freeway. Related lane additions and safety improvements also will be made on <br />Riverside Avenue between the interchange and Valley Boulevard, north of the freeway. <br />DISCUSSION/ANALYSIS: <br />In January 2007, the Rialto City Council voted to fully close the bridge during construction and <br />detour traffic to local streets in Rialto, Colton and County of San Bernardino. Preventing traffic over <br />the freeway while the new bridge is under construction will greatly expedite the construction <br />schedule. The proposed Detour Agreement is attached as Exhibit A. Construction of this project is <br />anticipated to commence late October 2009. One of the identified detour routes takes traffic from <br />Riverside Avenue onto Agua Mansa Road. Maintenance needs along this roadway during the <br />detour period will be addressed by Rialto. The construction and detour is anticipated to take <br />approximately seven months.
