ITEM NO. 64 <br />STAFF RIEPORT <br />DATE: FEBRUARY 2, 2010 <br />TO: HONORABLE MAYOR AND CITYC C <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTO <br />SUBJECT: MAIN AND IOWA STREET IMPROVEMENTS AND TRAFFIC <br />SIGNALIZATION PROJECT <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize execution of a second amendment to the <br />Professional Service Agreement (PSA) with LIN Consulting, Inc. to allow the completion of <br />PS&E (Plan, Specification and Estimates) phase for the Main Street/Iowa Avenue Intersection <br />Improvement Project (Project). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve traffic circulation and street <br />infrastructure. <br />BACKGROUND <br />On March 7, 2001, the City of Colton entered into a grant agreement with San Bernardino <br />Associated Governments, to receive Federal Transportation Equity Act for the 21st. Century <br />("TEA -2 1 ")/Surface Transportation Program ("STP") funding for Main Street and Iowa Avenue <br />Intersection Project. This is a Multi -Jurisdictional Project, which includes the County of <br />Riverside and the City of Grand Terrace. The City of Colton will act as the lead agency for the <br />project. The proposed project is located at the intersection of Main Street and Iowa Avenue. The <br />TEA-21/Surface Transportation Program ("STP") Grant Funding is in the amount of <br />$250,000.00; this grant agreement also identifies a local contributing match of $50,000 from <br />each of the following local agencies: County of Riverside, City of Grand Terrace, and City of <br />Colton. The total funding made available through this grant agreement is $400,000. <br />The scope of work for this project includes: street realignment, an additional westbound lane on <br />Main Street; construction of curb and gutter on the north side of Main Street and on east side of <br />Iowa Avenue; asphalt paving; and install a new traffic signal. The construction project costs for <br />the proposed improvements are estimated at $471,000. <br />
