ITEM NO. 64 STAFF RIEPORT DATE: FEBRUARY 2, 2010 TO: HONORABLE MAYOR AND CITYC C FROM: ROD FOSTER, CITY MANAGER PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTO SUBJECT: MAIN AND IOWA STREET IMPROVEMENTS AND TRAFFIC SIGNALIZATION PROJECT RECOMMENDED ACTION It is recommended that the City Council authorize execution of a second amendment to the Professional Service Agreement (PSA) with LIN Consulting, Inc. to allow the completion of PS&E (Plan, Specification and Estimates) phase for the Main Street/Iowa Avenue Intersection Improvement Project (Project). GOAL STATEMENT The proposed action will support the City's goal to improve traffic circulation and street infrastructure. BACKGROUND On March 7, 2001, the City of Colton entered into a grant agreement with San Bernardino Associated Governments, to receive Federal Transportation Equity Act for the 21st. Century ("TEA -2 1 ")/Surface Transportation Program ("STP") funding for Main Street and Iowa Avenue Intersection Project. This is a Multi -Jurisdictional Project, which includes the County of Riverside and the City of Grand Terrace. The City of Colton will act as the lead agency for the project. The proposed project is located at the intersection of Main Street and Iowa Avenue. The TEA-21/Surface Transportation Program ("STP") Grant Funding is in the amount of $250,000.00; this grant agreement also identifies a local contributing match of $50,000 from each of the following local agencies: County of Riverside, City of Grand Terrace, and City of Colton. The total funding made available through this grant agreement is $400,000. The scope of work for this project includes: street realignment, an additional westbound lane on Main Street; construction of curb and gutter on the north side of Main Street and on east side of Iowa Avenue; asphalt paving; and install a new traffic signal. The construction project costs for the proposed improvements are estimated at $471,000.
