MARTINEZ, ASSISTANT CITY ATTORNEY <br />SUBJECT: ADOPTION OF URGENCY ORDINANCE NO. 0-01-10 TO <br />ESTABLISH REGULATIONS FOR BOARDING, LODGING AND <br />ROOMING HOMES, INCLUDING PAROLEE HOMES <br />RECOMMENDED ACTION <br />It is recommended that the City Council waive further reading, read by title only and adopt the <br />following titled urgency ordinance: <br />AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, AMENDING PORTIONS OF CHAPTER 18.04, AMENDING SECTIONS <br />18.10.180, 18.12.170, 18.14.180, 18.16.180, 18.10.040, 18.12.040, 18.14.040, 18.16.040, AND <br />ADDING SECTION 18.48.035 TO THE COLTON MUNICIPAL CODE REGULATING <br />BOARDING, LODGING AND ROOMING HOUSES, INCLUDING PAROLEE HOMES, <br />AND MAKING FINDINGS IN SUPPORT THEREOF <br />GOAL STATEMENT <br />The proposed action will promote the City's goal to support its core value of "putting the City <br />first" and protecting the health, safety and welfare of the residents of Colton. <br />BACKGROUND <br />At the last City Council meeting, the Council directed the City Attorney and Police Chief to <br />evaluate whether the City is in need of regulations to address the establishment of parolee homes <br />in the community. As a result of new State laws mandating the early release of non-violent state <br />prisoners, San Bernardino County can expect over 6,500 inmates to be paroled in the next 12 <br />months. These parolees will establish domiciles in San Bernardino County, including the City of <br />Colton. In order the protect the public health, safety and welfare of the community, establish <br />reasonable land use regulations to reduce any nuisance conditions associated with boarding, <br />lodging and rooming homes and promote neighborhood stability, the City Attorney's office has <br />drafted the attached urgency ordinance. <br />
