MARTINEZ, ASSISTANT CIT TTORNEY <br />SUBJECT: ADOPTION OF CITY OF COLTON CODE OF NORMS AND ETHICS AND <br />CODE OF NORMS AND ETHICS PLEDGE, AND DISCUSSION AND <br />DIRECTION CONCERNING POSSIBLE ENFORCEMENT MECHANISMS <br />RECOMMENDED ACTION <br />It is recommended that the City Council consider suggestions from the last Council meeting, adopt the <br />City of Colton Code of Norms and Ethics and the City of Colton Norms and Ethics Pledge, and provide <br />direction concerning the implementation of enforcement mechanisms. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to support its core values of "putting the City first" and <br />acting with honesty. <br />BACKGROUND <br />Attached for your review and consideration are the following: <br />1. February 2, 2010 Agenda Report (with only the 2-2-10 Redline Code attached); <br />2. Code of Norms and Ethics (Redline as of 3-29-10); and <br />3. Code of Norms and Ethics Pledge <br />The Code of Norms and Ethics (Code) was briefly reviewed and discussed by the City Council at the <br />regular City Council meeting of February 2, 2010. However, the Council requested additional time to <br />review the Draft Code prior to taking action. In addition, some Council members requested the ability to <br />suggest additional changes to the Code before it is adopted. <br />The attached Redline 3-29-10 Code includes the suggestions received from Councilmembers since the <br />meeting on February 2, 2010 (identified as "Suggestions" and highlighted in yellow). In addition, the <br />City Attorney's office made other non -substantive and grammatical changes, as well as a one change <br />discussed with the Council on February 2nd (relating to the ability of Council Members to keep closed <br />session documents, provided they are maintained as confidential), which was discussed at the workshops <br />held to review the Code, but was inadvertently left off the final version. <br />ORANGE\MMARTINEZ\66414.2 <br />
