STAFF REPORT <br />ITEM NO. 1 <br />DATE: MAY 10, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />AGENCY CHAIR AND BOARD MEMBERS <br />FROM: ROD FOSTER, CITY MANAGER/EXECUTIVI <br />SUBJECT: REDEVELOPMENT PLANNING SERVICES <br />RECOMMENDED ACTION <br />It is recommended that the City Council /Redevelopment Agency Board, following the "rule of <br />necessity" process outlined below, authorize the Executive Director/City Manager to execute the <br />attached professional services agreement with Urban Futures Inc. ("UFI") to provide <br />comprehensive redevelopment plan amendment/merger services as per the terms outlined in a <br />proposal from UFI dated February 25, 2010 addressed to the City Manager (the "Proposal"). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to have a reliable source of funding for <br />infrastructure projects, improvements to community facilities and to expand community wide <br />housing programs and to promote the economic health of the City. <br />The City currently has seven (7) separate redevelopment project areas of which two (2) have <br />expired. Many of the project areas continue to exhibit signs of blight and economic deterioration. <br />In addition, many of the areas are coming dangerously close to their tax increment collection <br />caps, as well as their bonded debt limitation caps. Unless the plans are amended to alleviate these <br />problems, the City/Agency will be in danger of losing approximately to $120,000,000+ of <br />additional tax increment dollars over the remaining years of the redevelopment plans. <br />In addition, parts of the City (south Colton) continue to exhibit signs of recurring blight and <br />economic dislocation, and unless some action is taken to "turn this around", existing conditions <br />will only worsen. It is recommended that this area be "amended into" an existing redevelopment <br />project area. <br />BACKGROUND <br />POTENTIAL CONFLICTS - RULE OF NECESSITY PROCESS <br />Based upon known economic interests, City staff has identified five (5) Council Members who <br />appear to have disqualifying potential conflicts of interests in any decisions concerning the <br />ORANGE\DDERLETH\67896.2 <br />
