STAFF REPORTI
DATE:
TO:
FROM:
PREPARED BY
SUBJECT:
JUNE 1, 2010
MAYOR AND CITY COUNCIL
ROD FOSTER, CITY MANAGER
BILL SMITH, COMMUNITY SERVICES DIRECTOR
ITEM NO. OG
RESOLUTION OF SUPPORT — BLUE MOUNTAIN PARK
RECOMMENDED ACTION
It is recommended that the City Council approve Resolution R-31-10, supporting the concept of
a public park on the site of Blue Mountain.
GOAL STATEMENT
The proposed action will support the City's goal to interact with our community and partner as
appropriate to further the goal of connecting our community.
BACKGROUND
At the recent City Council Goals & Objectives Workshop on March 22, 2010, Mr. Denis Kidd
spoke during public comment and requested a resolution of support from the City Council, for
the establishment of Blue Mountain Park. The City Council directed staff to bring forward such
a resolution for its consideration.
ISSUES/ANALYSIS
Staff has met with Mr. Kidd and determined that such a park effort at this location may be a
worthy pursuit. A map of the proposed park location is included as Exhibit A to the attached
resolution. The park boundaries would include land located in the cities of Colton & Grand
Terrace, as well as in the County of Riverside. If established, such a park could provide over
500 acres of open park land and walking trail amenities. Such a park might also provide
connectivity between park land located in Riverside County and the Santa Ana River in Colton.
Most of the land located in the City of Colton is owned by a sole private property owner. As
such, nothing in this staff recommendation is meant to preclude the development of such
property, according to Federal, State, and local laws. This requested action would simply
endorse the concept that park development on this site might be desirable, and could potentially
assist in the procurement of funding for such an endeavor.
