"".0-1FD STAFF REPORT DATE: JUNE 15, 2010 ITEM NO. 08 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: ROD FOSTER, CITY MANAGER/GENERAL MANAGE PREPARED BY: JAMES EARHART, INTERIM DIRECTOR OF UTILITY SERVICE •R SUBJECT: AWARD OF BID FOR ANNUAL PURCHASE OF MEDIUI VOLTAGE PAD MOUNTED SWITCHGEAR FOR THE ELECTRI DEPARTMENT RECOMMENDED ACTION It is recommended that City Council award the Bid for the Annual Purchase of Medium Voltage Pad Mount Switchgear, Bid Items 1, 2, and 6, to Electro -Mechanical Corporation, dba Federal Pacific, for a minimum amount of $29,214.60, up to a maximum amount of $58,429.20 for a twelve-month period; and award Bid Items 3, 4, and 5 to H D Supply for a minimum amount of $113,647.34, up to a maximum amount of $176,476.50, for a twelve month period. GOAL STATEMENT The proposed action will support the City's goal to provide safe, reliable, affordable, and environmentally sustainable electric service. BACKGROUND The City purchases various size of medium voltage pad mounted switchgear into the Electric Stores Inventory for use by the Electric Utility on an "as required" basis. When inventory levels reach predetermined review points, or when special projects arise, switchgear is reordered based on projected usage as determined by the City's Electric Utility Systems Designer. Staff regularly reviews the previously established minimum and maximum quantities to ensure efficiency and reliability in the electric system. On April 5, 2010, staff issued a Notice Inviting Bids for the Annual Purchase of Various Size Medium Voltage Pad Mounted Switchgear, NIB -RG -1005. The Notice Inviting bids and related bid documents were distributed through BidNet, the City's online bid system. Forty-nine vendors were notified of the bid opportunity through BidNet. The Notice Inviting Bids was also posted at City Hall. A public bid opening was held at 10:00 A.M., on April 20, 2010, at the Electric Department Administrative Offices. Four bids were received.
