STAFF REPORT <br />ITEM NO. <br />08 <br />DATE: SEPTEMBER 7, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNC <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARITZA TAPIA; INTERIM PUBLIC WORKS DIRECT <br />SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT FUND <br />Z9 <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve Resolution R-64-10 to redirect available <br />Community Development Block Grant funds to the Concrete Infrastructure Removal and <br />Reconstruction Project and amend the Fiscal Year 2010/2011 Capital Improvement Program to <br />include the CDBG Concrete Infrastructure Removal and Reconstruction Project. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to maintain and improve its infrastructure. <br />BACKGROUND <br />The Community Development Block Grant (CDBG) program provides financial assistance to <br />grantees for a variety of community development purposes. Since the program's inception in <br />1974, almost $87 billion has been allocated to grantees. The U.S. Department of Housing and <br />Urban Development (HUD) uses a formula to calculate the grant amount for each metropolitan <br />city, urban county and State. CDBG program funds can be used to build: roads, parks, to repair <br />or rehabilitate housing, to provide new or increased public services to local residents or to fund <br />initiatives that that generate new jobs. The County of San Bernardino's Community <br />Development and Housing Department (CDH) currently provides project oversight to 13 cities <br />CDBG projects, of which Colton is one. In November 2009, the Council allocated $225,000 of <br />CDBG funds to construct Impound Yard Substation Project. Since this time the funding <br />available to supplement this allocation within the Police Department's budget has been <br />eliminated due budgetary restraints. <br />ISSUES/ANALYSIS <br />Staff has compiled a listing of locations that need new concrete infrastructure, which are within a <br />CDBG census tract.
