DATE: <br />TO: <br />FROM: <br />PREPARED BY <br />SUBJECT: <br />09 <br />ITEM NO. <br />STAFF REPORT <br />SEPTEMBER 21, 2010 <br />CHAIRPERSON AND AGENCY BOA <br />v ' <br />ROD FOSTER, EXECUTIVE DIRECTOR ICES DIRECTOR <br />/ <br />MARK TOMICH, DEVELOPMENT SERV <br />APPROVAL TO EXTEND THE TERM OF THE PROFESSIONAL <br />SERVICES AGREEMENTS WITH THE FOLLOWING <br />CONSULTANTS: URBAN FUTURES INC., HALL AND FOREMAN <br />INC., AND CSG ADVISORS INCORPORATED <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve extending the term by amending various <br />Professional Services Agreements with Consultants working on projects for the Redevelopment <br />Agency for the City of Colton. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to complete major projects, including the 2010 <br />— 2014 Redevelopment Agency Implementation Plan, West Valley Specific Plan Amendment, <br />and ongoing financial analysis of Agency transactions. <br />BACKGROUND <br />Due to project delays and staffmg issues within the Agency, time frames initially estimated to <br />complete Agency projects were not met. Term extensions are needed to complete the projects <br />already underway. It is currently estimated that the contracts can be completed with the amounts <br />originally allocated. Additional costs will not be incurred without additional consideration and <br />approval of the Agency Board. <br />ISSUES/ANALYSIS <br />The following Professional Services Agreements require term extensions: <br />1) Urban Futures, Inc., Amendment #2, Consultant contract for the creation of a 2010 — <br />2014 Redevelopment Agency Implementation Plan; term extension to December 31, <br />2010 <br />2) Hall and Foreman Inc., Amendment #4, Consultant contract for the West Valley Specific <br />Plan Amendment document; term extension to June 30, 2011 <br />
