STAFF REPORT ITEM NO. 10 DATE: OCTOBER 5, 2010 TO: HONORABLE MAYOR AND CITYC FROM: ROD FOSTER, CITY MANAGER C6T PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTO SUBJECT: APPROVAL OF A PROFESSIONAL SERVICES AGREEME ITH TRANSPORTATION ENGINEERING AND PLANNING RECOMMENDED ACTION It is recommended that the City Council authorize execution of a Professional Service Agreement (PSA) with Transportation Engineering and Planning (TEP), for Traffic Engineering Services. GOAL STATEMENT The proposed action will support the City's goal to improve the City's infrastructure. BACKGROUND The Public Works Engineering Division has a need for Traffic Engineering Services. The services required include: intersection analysis, traffic count data, trip generation studies, policy area compliance, traffic modeling, traffic design plan checks and signal warrant analysis. These services are needed to: assess traffic safety concerns, project management and project development. ISSUES/ANALYSIS Staff has completed an informal bid process as required by Purchasing Ordinance 0-12-03, Section 3.08.070 (b). The received bids, attached as Exhibit "A", were analyzed based upon the demonstrated competence of the firm and personnel providing services and hourly rates provided for equal level personnel. While the position titles provided on the fee schedules vary between the individual firms whom responded to the informal bid, it is anticipated that the most utilized position skill level is that of the Principal Engineer and Engineering Assistant. The skill level provided by these positions are available by all three firms. The lowest hourly rates received were from Transportation Engineering and Planning Inc.. Staff recommends award of a professional services agreement in the amount not to exceed $50,000.00 for a twelve month term with an option to renew for two additional one (1) year terms if approved by the Council.
