STAFF REPORT <br />ITEM NO. 10 <br />DATE: OCTOBER 5, 2010 <br />TO: HONORABLE MAYOR AND CITYC <br />FROM: ROD FOSTER, CITY MANAGER C6T <br />PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTO <br />SUBJECT: APPROVAL OF A PROFESSIONAL SERVICES AGREEME ITH <br />TRANSPORTATION ENGINEERING AND PLANNING <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize execution of a Professional Service <br />Agreement (PSA) with Transportation Engineering and Planning (TEP), for Traffic Engineering <br />Services. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve the City's infrastructure. <br />BACKGROUND <br />The Public Works Engineering Division has a need for Traffic Engineering Services. The <br />services required include: intersection analysis, traffic count data, trip generation studies, policy <br />area compliance, traffic modeling, traffic design plan checks and signal warrant analysis. These <br />services are needed to: assess traffic safety concerns, project management and project <br />development. <br />ISSUES/ANALYSIS <br />Staff has completed an informal bid process as required by Purchasing Ordinance 0-12-03, <br />Section 3.08.070 (b). The received bids, attached as Exhibit "A", were analyzed based upon the <br />demonstrated competence of the firm and personnel providing services and hourly rates provided <br />for equal level personnel. While the position titles provided on the fee schedules vary between <br />the individual firms whom responded to the informal bid, it is anticipated that the most utilized <br />position skill level is that of the Principal Engineer and Engineering Assistant. The skill level <br />provided by these positions are available by all three firms. The lowest hourly rates received <br />were from Transportation Engineering and Planning Inc.. Staff recommends award of a <br />professional services agreement in the amount not to exceed $50,000.00 for a twelve month term <br />with an option to renew for two additional one (1) year terms if approved by the Council. <br />
