DATE: <br />TO: <br />FROM: <br />PREPARED BY <br />SUBJECT: <br />ITEM NO. 05 <br />STAFF REPORT <br />OCTOBER 19, 2010 <br />HONORABLE MAYOR AND CITY COU -C <br />I A <br />ROD FOSTER, CITY MANAGER , <br />MARK TOMICH, DEVELOPMENT SERVICES DIRECTOR <br />RESOLUTION — SOUTHERN CALIFORNIA ASSOCIATION OF <br />GOVERNMENTS SUPPORT FOR BUSINESS FRIENDLY <br />PRINCIPLES <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve Resolution R -XX -10, supporting a `Business <br />Friendly Principles" statement to be presented at the December 2nd, 2010 Summit of the <br />Southern California Association of Governments ("SCAG"). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to join with other cities in the region to work <br />toward a Southern California Economic Growth Strategy. <br />BACKGROUND <br />SCAG's Regional Council is planning a "Southern California Economic Road to Recovery" <br />Summit on December 2, 2010. The Governor -elect, state leaders and business leaders are invited <br />to attend. The purpose of the Summit is to share with state leaders potential actions that can be <br />taken to remove impediments to economic growth for our communities. <br />ISSUES/ANALYSIS <br />The proposed resolution is intended to communicate to the Governor -elect and state and business <br />leaders that Southern California that communities are committed to working together with the <br />state to keep businesses within California, and to finding ways to reduce or remove economic <br />impediments to growth. SCAG is requesting that all 190 member cities adopt the resolution for <br />presentation at the Summit. <br />FISCAL IMPACTS <br />There is no anticipated financial impact as a result of the recommended action. <br />
