DATE: TO: FROM: PREPARED BY: SUBJECT SECOND READING AND ADOPTION Ord No. 0-03-10 Date Adopted 12121110 Item No. 07 ITEM NO. 15 STAFF REPORT NOVEMBER 16, 2010 HONORABLE MAYOR AND CITY COUNCJ ROD FOSTER, CITY MANAGER MARK TOMICH, DEVELOPMENT SERVICES DIRECTOR n 2010 CALIFORNIA BUILDING STANDARDS CODE RECOMMENDED ACTION Waive full reading and introduce by title only for first reading the following ordinance and set the Public Hearing for December 7, 2010, to adopt the ordinance: An Ordinance of the City Council of the City Of Colton, California, Amending Sections 15.04.010, 15.04.020, and 15.04.090 of Title 15 and Chapter 15.16 of the Colton Municipal Code and adopting by reference the 2010 Edition of the California Building Standards Code (California Code Of Regulations, Title 24); Incorporating the 2010 California Building Code, (Incorporating and Amending the 2009 International Building Code); the 2010 California Administrative Code; the 2010 California Electrical Code (Incorporating and Amending the 2008 National Electrical Code); the 2010 California Mechanical Code (Incorporating and Amending the 2009 Uniform Mechanical Code); the 2010 California Plumbing Code (Incorporating and Amending the 2009 Uniform Plumbing Code); the 2010 California Residential Code (based on the 2009 International Residential Code); the 2010 California Fire Code (Incorporating and Amending the 2009 International Fire Code); and the 2010 California Green Building Standards Code together with certain additions, insertions, deletions and changes thereto; adopting by reference the Uniform Code for the Abatement Of Dangerous Buildings, 1997 Edition; and The International Property Maintenance Code, 2009 Edition; with Appendices and Amendments thereto. GOAL STATEMENT The proposed ordinance will help implement the City Council's FY2010-2011 goal to "continue to update policies, ordinance and processes when and as needed." BACKGROUND The State's Health and Safety Code (Section 17958) requires local governments to adopt the most recent editions of the construction codes approved by the California Building Standards Commission. In January 2009, the Commission adopted the 2010 California Building Standards Code (Title 24 California Code of Regulations) which includes the 2010 California Building Code and the 2010 California Fire Code.
