DATE: <br />TO: <br />FROM: <br />PREPARED BY: <br />SUBJECT <br />SECOND READING AND ADOPTION <br />Ord No. 0-03-10 Date Adopted 12121110 Item No. 07 <br />ITEM NO. 15 <br />STAFF REPORT <br />NOVEMBER 16, 2010 <br />HONORABLE MAYOR AND CITY COUNCJ <br />ROD FOSTER, CITY MANAGER <br />MARK TOMICH, DEVELOPMENT SERVICES DIRECTOR n <br />2010 CALIFORNIA BUILDING STANDARDS CODE <br />RECOMMENDED ACTION <br />Waive full reading and introduce by title only for first reading the following ordinance and <br />set the Public Hearing for December 7, 2010, to adopt the ordinance: <br />An Ordinance of the City Council of the City Of Colton, California, Amending Sections <br />15.04.010, 15.04.020, and 15.04.090 of Title 15 and Chapter 15.16 of the Colton <br />Municipal Code and adopting by reference the 2010 Edition of the California Building <br />Standards Code (California Code Of Regulations, Title 24); Incorporating the 2010 <br />California Building Code, (Incorporating and Amending the 2009 International Building <br />Code); the 2010 California Administrative Code; the 2010 California Electrical Code <br />(Incorporating and Amending the 2008 National Electrical Code); the 2010 California <br />Mechanical Code (Incorporating and Amending the 2009 Uniform Mechanical Code); the <br />2010 California Plumbing Code (Incorporating and Amending the 2009 Uniform <br />Plumbing Code); the 2010 California Residential Code (based on the 2009 International <br />Residential Code); the 2010 California Fire Code (Incorporating and Amending the 2009 <br />International Fire Code); and the 2010 California Green Building Standards Code <br />together with certain additions, insertions, deletions and changes thereto; adopting by <br />reference the Uniform Code for the Abatement Of Dangerous Buildings, 1997 Edition; <br />and The International Property Maintenance Code, 2009 Edition; with Appendices and <br />Amendments thereto. <br />GOAL STATEMENT <br />The proposed ordinance will help implement the City Council's FY2010-2011 goal to "continue <br />to update policies, ordinance and processes when and as needed." <br />BACKGROUND <br />The State's Health and Safety Code (Section 17958) requires local governments to adopt the <br />most recent editions of the construction codes approved by the California Building Standards <br />Commission. In January 2009, the Commission adopted the 2010 California Building Standards <br />Code (Title 24 California Code of Regulations) which includes the 2010 California Building <br />Code and the 2010 California Fire Code. The Code will be applicable to all occupancies in the <br />
