CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of February 2 , 1993 <br />TO: Honorable Mayor and City Council As# <br />FROM: David Michael Davis, City Librarian <br />AUTHORIZATION TO APPLY FOR UNITED STATES Date: January 25, 1993 <br />SUBJECT: DEPARTMENT OF EDUCATION LITERACY GRANT <br />($24,851) FOR THE LUQUE BRANCH LIBRARY <br />BACKGROUND <br />The Colton Public Library is eligible to apply for $24,851 in <br />Library Services & Construction Act Title VI grant funding to <br />continue literacy programs at the Luque Branch Library during <br />FY 93. The Colton Public Library will continue to recruit and <br />train volunteer tutors and adult learners providing the opportunity <br />to improve their reading and writing skills through one-to-one <br />learner based situations. <br />Unlike current State funding for:ithe Main Library's "Advance to <br />Literacy" and "Families for Literacy" programs, the U.S. Dept. of <br />Education grant would be specifipally targeted for the South Colton <br />area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recogn <br />for one-to-one, instruction in ba <br />adults in South Colton. The tar <br />adults 16 years of age or older <br />attitude toward classroom based <br />participation in other education <br />zes that a unique demand exists <br />is reading and writing skills for <br />et audience for the program are <br />hose low reading level and/or <br />earning prevents successful <br />1 programs. <br />ALTERNATIVES <br />Without grant funding, such a prjogram could only otherwise be <br />continued at the Luque Library w1th the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City.
