TO: �.i <br />Honor a Mayor and 'ty Council <br />FOR: <br />Co cil eeti f ne 3 <br />FROM: avj n r►rn t, <br />w-,Yj 1 11 1 ful 'IV uevelopment Director <br />SUBJECT: Resolution to ado the ansportation Contr I <br />Measure (TCM). <br />BACKGROUND <br />Transportation control measures are required, by both the California and the F <br />e deral Clean <br />Air Acts, to be included as part of the overall attainment strategy for the South Coast Air <br />Basin. The Southern California Association of Governments (S AG recently <br />the TCM Resolution which will meet each of the criteria establish d in State ad Federal <br />Law for what is considered a legally enforceable TCM. The Resolu ion is contained herein. <br />Each County and City in the state are required to adopt (by June 30, 1993) and im lement <br />(by December 31, 1993)an enforceable TCM Resolution. p <br />DISCUSSIONfallotyrcic <br />The purpose of the Resolution, and implementing actions, is to rr odi driving <br />behavior <br />and limit emissions related to traffic congestion on a community bass, regionally and <br />statewide. <br />This and future related actions are all part of the overall effort to improve air <br />vehicle emissions, and provide a means to. address the transportation dequality, <br />ands 'reduce <br />by growth and development.incurred <br />ENVIRONMENTAL DETERMINATION <br />The Transportation Control Measure is categorically exempt from the California Environ- <br />mental Quality Act (CEQA), as listed in State "Guidelines Sectio 15308 'Actions B <br />Regulatory Agencies for Protection of the Environment".
