CITY OF COLTON <br />AGENDA REPORT'S <br />For Council Meeting of June 15, <br />TO: Honorable Mayor and City Council <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN 10 <br />SUBJECT: SUBMISSION OF CALIFORNIA DEPARTMENT O <br />EDUCATION LOCAL ASSISTANCE GRANT <br />993 <br />Date: MAY 10, 1993 <br />BACKGROUND <br />The Colton Public Library is eligible to apply for a continuation <br />of a California Department of Education Local I�.ssistance Grant in <br />the amount of approximately $5,000. These funus will be used to <br />supplement the library's current literacy services. Eligible <br />activities include: (1) purchase of supplementary instructional <br />materials and supplies, (2) in-service training for personnel and <br />(3) counseling and guidance services. <br />STATEMENT OF THE PROBLEM <br />The 'Colton Public Library recognizes that a continuing demand <br />exists for one-to-one instruction in basic reading and writing <br />skills for 'adults. According to the CaliforniaDepartment of <br />Education, 20% of the adult population 16 years and older cannot <br />read. This is the population that the Colton Public Library's <br />literacy program seeks to serve. <br />ALTERNATIVES <br />Without grant funding, such a program can only otherwise be <br />continued with the City's General Fund. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No ocal matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to submit a <br />California Department of 'Education Local AssisIance Grant in the <br />amount of approximately $5,000.
