ACEVEDO <br />Finance Director <br />SUBJECT: Award of Bid to Mathis Construction, Inc. for Davis <br />of $265,535.00. <br />1887 <br />d tfoT9 <br />DATE: June 9, 1993 <br />Improvement Project in the Amount <br />BACKGROUND': The proposed site for the Davis Park Improvement is the vacant lot located just west of the <br />existing Davis Park facility. It is a 61,500 square foot site which was designed in conjunction with the <br />community group from Community Facilities District 88-1. The project architect is Brett Stone from Gary <br />Miller and Associates and the project landscape architect is Richard Pope from Richard Pope and Associates. <br />DISCUSSION: Staff advertised for quotations on April 12 and April 17, 1993 plus 22 bid packages were <br />mailed to prospective bidders. Five bids were received by the City and they were opened and declared in the <br />City Hall conference room at 2:30 P.M. on May 6, 1993. The pr c s on the five bids are shown on the <br />attached Bid Analysis with the recommended bidder's price underlined. <br />On May 18, 1993, a meeting was held at the architect's office, at which lime the low bidder discovered he had <br />not included the appropriate cost for the tennis court top dressing. Realizing he would suffer a considerable <br />loss on the project, he withdrew his bid by certified letter to the City on May 21, 1993. Staff considered <br />having all bids rejected, changing specifications, and re -bidding the project. Another option was to award the <br />contract to the next lowest, responsive bidder. Due to the time delay in initiating this new park project, it is <br />already late in corning to fruition.
