Gabriel, Economic Development Director( <br />SUBJECT: Consideration and Approval of Transfer of Cemetery Management <br />from Economic Development Department to <br />City Clerk's Office <br />DATE: July 23, 1996 <br />BACKGROUND: <br />In December of 1995, after the former City Clerk, Helen Ramos retired, the Economic <br />Development Department assumed responsibility for management of the City's cemetery, <br />Hermosa Memorial Gardens. The cemetery has undergone significant changes within the <br />past eight months: landscape maintenance has been contracted out, a procedures manual <br />for the office has been created, the annual b 1-: s been reduced significantly, a <br />billing system has been implemente , accounts receivable have been transferred to the <br />Finance Department and staffing has been stabilized with the final adjustment taking place <br />this evening with the ratification of the Maintenance Worker III position. Although the past <br />eight months have been difficult, the cemetery enterprise is on a positive track. <br />DISCUSSION: <br />One of the most important functions of the cemetery is proper records management. <br />Based on that, it seems more logical that the management of the cemetery enterprise <br />operate from under the City Clerk's Office. <br />FINANCIAL IMPACT: / <br />None. <br />Hq ' .Gab el, Economic Development 'rector <br />RECOMMENDATION: <br />That the City Council concur that the cemetery management is best suited to be operated <br />from under the City Clerk's office. <br />Report Prepared by: Candace Cassel -Short, Project Manager <br />ITEM NO. 24 <br />
