CITY OF COLTON AGENDA REPORT For City Council Meeting of August 6, 1996 TO: HONORABLE MAYOR & APPROVAL: Malik Dantala Freeman, Interim City Manager FROM: Gracie FernSndez Harmon, Personnel DirectorpW SUBJECT: Approval of the Revision to the Job Description of Assistant to the City Manager DATE: July 24, 1996 BACKGROUND: In the adopted budget for Fiscal Year 1996-97, the City Council authorized the new position of Contract Administrator. This position was funded ($80,000) through the contract with Taormina. For economy and efficiency, it is now recommended that we not create the Contract Administrator position and instead consolidate and assign those responsibilities to the Assistant to the City Manager in the new position of Assistant City Manager. DISCUSSION/ANALYSIS: The incumbent Assistant to the City Manager ($63,492 annually) currently performs the duties proposed to be assigned to the Contract Administrator. Our recommendation is to fund the new Assistant City Manager position partially through the Taormina contract. Furthermore, we recommend the funding of a college intern through the Taormina contract to assist in the performance of less technical duties. The Assistant City Manager will be assigned the responsibility of acting in the absence of the City Manager thereby negating the necessity of delegating this responsibility on an as -needed basis. This delegation of authority will provide consistency in carrying out City business in the absence of the City Manager; and the City Council and residents will know who is in charge. The proposed salary for the Assistant City Manager is recommended to be $5,314-$6,456 monthly ($63,768- $77,472 annually). The cost of the new position for the remainder of the fiscal year is $80,042 ($61,358, salary; $18,684, benefits); to be funded 50% ($30,679, salary; $9,342, benefits) from the general fund and 50% from the Taormina contract. This is a savings of $36,295 to the general fund. The Taormina contract will also fund the college intern. Cost for the intern will be approximately $31,200 annually; leaving a balance of $8,779 ($80,000 - $71,221) for administration related expenses. FINANCIAL IMPACT: This position is funded in the budget for Fiscal Year 1996-97 as follows: Salary in account #01-1201-01 and benefits in account #01-1201-10.
