CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 6, 1996 <br />To: Honorable Mayor and City Council <br />From: Daryl J. Parrish, Assistant to the City Manager <br />Subject: Award Contract for Project Management, Design, Construction <br />Administration and Inspection Services for Traffic Mitigation and <br />Infrastructure Improvements related to the San Bernardino County <br />Medical Center Relocation Project <br />Date: July 29, 1996 <br />BACKGROUND: <br />On February 20, 1996 the City of Colton released a Request for Proposal for Project <br />Management, Design, Construction Administration and Inspection Services for the off-site <br />improvements surrounding the new San Bernardino County Medical Center. On April 11, 1996 <br />the City of Colton received proposals from ten firms, (or cooperating firms) which specialize in <br />Construction Management, Design and Inspection services. On Tuesday, May 28, 1996 the <br />committee assigned with the responsibility of evaluating the proposals established a short list of <br />four firms based on criteria established by the review committee. These four firms were then <br />invited to an oral interview with the committee which was held on June 20, 1996. <br />ANALYSIS: <br />Upon completion of the interviews each committee member was given approximately one week <br />to prepare a short written analysis ranking each of the four firms. On July 8, 1996 the final <br />committee member's analysis was received and the four firms were ranked as follows: <br />As indicated by the scoring matrix the committee members expressed that Arrowhead <br />Management Group and DMJM demonstrated superior qualifications for this project. In addition, <br />each committee member expressed the opinion that either of the two highest ranking firms <br />possess the expertise, experience and staffing levels to provide superlative representation to the <br />City of Colton and the County of San Bernardino on this important project. On July 22, 1996 <br />1 Scores were tallied by awarding four "points" for a number I ranking, three "points" for a number 2 <br />ranking, two "points for a number 3 ranking, and one "point" for a number 4 ranking. <br />ITEM NO. 41 <br />
