CLARKE, INTERIM WATER & WASTEWATER DIRECTOR <br />SUBJECT: APPROVAL OF EMERGENCY REPAIRS TO WELL NO. 19 IN THE <br />AMOUNT OF $17,564 AND APPROVAL OF LAYNE-WESTERN CO. <br />AS THE CONTRACTOR <br />DATE: AUGUST 7, 1996 <br />BACKGROUND: <br />The City of Colton owns and operates a number of water wells which produce water for <br />the domestic water system. These wells are identified by a numbering system. Water <br />Well No. 19 production dropped by 60%. On July 23, 1996, Well 19 was inspected by <br />Layne -Western Co. to determine why water production had dropped. <br />DISCUSSION/At4A LYSI S: <br />The Well's shaft and bowls were deteriorated and no longer able to operate at the <br />designed water production capacity. Well 19 supplies approximately 10% of the City's <br />water needs, and during summer months is essential to maintain the higher water <br />production demands. Because of the need to have the well at optimal production <br />capabilities, the City Manager and the Finance Director authorized an emergency <br />purchase order for the repairs. <br />FINANCIAL IMPACT: <br />The FY96-97 Water Operations and Maintenance Budget includes funds to be used <br />exclusively for the repairs and maintenance to the Wells, Reservoirs and Booster <br />Stations. Sufficient funds are available in the Water Miscellaneous Expense Account <br />No. 21-6001-41. <br />Thomas K.
