MARTINEZ, M AGEWO/P <br />FROM: BERNIE LUNSFORD, HIE LICE <br />SUBJECT: LOCAL LAW ENFORCEM PNTBLOCK GRANT <br />DATE: JUNE 26, 1996 <br />The Bureau of Justice Assistance, U.S. Department of Justice Local Law Enforcement Block Grant <br />Program provides funding for hiring support police personnel. The City of Colton is eligible to <br />receive a total of $87,099 through this funding for a two year period. <br />Through block grant funding the police department will add one (1) additional dispatcher to the <br />Communications Center, two (2) police cadets to patrol and one (1) police cadet to the Crime <br />Prevention Unit. These assignments will enhance communication, relieve sworn police officers of <br />.station" assignments and supplement and build our existing Crime Prevention Programs. During <br />the the last 12 months the Communications Center required a police officer or clerk to dispatch and <br />receive police calls for service. This coverage of approximately 3,000 hours removed an officer of <br />his/her normal patrol assignment or demanded overtime well above that of a dispatcher. <br />Sworn police officers must handle support functions, i.e. vehicle maintenance, building <br />maintenance, clerical tasks and animal control details. This, like dispatch assignments, removed an <br />officer from the field. This grant will fund (2) two cadets who will assume the non emergency <br />duty, vehicle maintenance, in conjunction with animal control duties and the taking of cold call <br />reports. <br />Many crime prevention programs, including the Crime Free Multi -housing Program, Youth <br />Accountability Board tracking, walk in reports and hours of operations of the police substation will <br />be enhanced by the appointment of a cadet to the Crime Prevention Program. <br />Other than applying for this grant supplementing salaries and benefits for support personnel, the <br />alternative is to maintain the number of support staff allocated within the approved budget. <br />Item No. 12 <br />
