CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 16, 1996 <br />DATE: JULY 1, 1996 <br />Presently the Police Department contracts for polygraph services for pre-employment screening. <br />Criminal case investigation polygraphs are completed by the San Bernardino County Sheriff's Office <br />on an as -available, appointment only basis. I. <br />The Police Department uses polygraph exams for both pre-employment screening as well as an <br />investigative tool in criminal investigations. Currently the Police Department contracts to a private <br />polygrapher to conduct pre-employment screening of police department applicants. Because of the <br />cost, this step is delayed until the background investigator has expended a considerable amount of <br />time in the investigation. With this instrument the test could be conducted earlier, saving valuable <br />man hours. <br />Secondly, the department .uses a polygraph in criminal investigations. This is through the San <br />Bernardino County Sheriff's Office on an as -available appointment basis. This, at times, becomes a <br />stumbling block in an investigation. The contract polygrapher can be utilized if necessary on a cost <br />per exam basis and if available. <br />The computerized voice stress analyzer will give investigators and officers options which presently <br />do not exist for them and will be an invaluable tool to the department. The device and training is <br />by a sole source vendor, NITV - National Institute of Truth Verification. <br />ALTERNATIVES: <br />The Department can continue on as present, with contract polygraphs for pre-employment and as <br />available for criminal investigation polygraphs. <br />The cos f the uipm t and tuition for two officers is $9,675.00. The funds were approved in <br />the 1 6/97 et unde federal asset seizure account number 61-6101-93. <br />Bernard .
