VEGA, FINANCE DIRECTORQ � SUBJECT: PUBLIC HEARING REGARDING THE ORDERING OF THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN THE LANDSCAPE AND LIGHITNG MAINTEANCE DISTRICT NO. 1 (LLMD NO. 1) DATE: JULY 10, 1996 BACKGROUND Pursuant to provisions of the Streets an Highways Code, Landscape and Lighting Act of 1972, the City of Colton is ordering the 1996-97 annual tax levy for the LLMD No. 1. Their is an existing LLMD which consists of 5 Zones. At the June 4, 1996 Council Meeting the preliminary engineer's report was presented outlining the proposed revenues and expenditures for the 1996-97 fiscal year. DISCUSSION/ANALYSIS The District provides maintenance, service and operation of landscapes and lighting improvements and associated appurtenances located within the public right -o -way and dedicated landscape easements which are throughout the City. As stated above, the District includes five (5) distinct Zones. Each Zone has specific improvement and services that provide special and direct benefit to the parcels within the Zones. The costs associated with the improvements, are equitably spread between all benefiting parcels within the Zones. Only parcels that receive direct benefit from the improvements are assessed. The method of assessment spread is assessed on equivalent dwelling units (EDU) per parcel. Pursuant to the Act, the costs of the District may be apportioned by any formula or method that fairly distributes the net amount to be assessed. The formula used for each zone reflects the composition of the parcels, and the improvements and service provided, to fairly proportion the costs. FINANCIAL IMPACT The 1996-97 proposed assessment are the same as the 1995-96 levy. The proposed residential annual assessment for the existing Zones are; Cooley Ranch, $52.82; La Loma Hills $0; Old Colton, $53.56; Reche Canyon $50.62 and West Valley, $85.94. These funds are accounts for in Fund 02 - Maintenance District No. 1. ALTERNATIVES None Anna A. Vega, Finance Dirt RECOMMENDATION Open the public hearing and accept testimony.
