CLARKE, ELECTRIC UTILITY DIRECTOR--�� <br />SUBJECT: APPROVAL OF $115,000 INCREASE TO THE EPC CONTRACT WITH BLACK <br />& VEATCH FOR COMPLETION OF THE WEST SUBSTATION <br />DATE: OCTOBER 21, 1996 <br />BACKGROUND <br />The City Council awarded the Engineering, Procurement and Construction (EPC) contract to Black & <br />Veatch to design and construct the new substation, transmission line, and distribution line. <br />DISCUSSION/ANALYSIS <br />During the planning, approval and construction process, some changes in the scope of work were made <br />in consideration of their long-term benefits to the system. A change order for a total amount of $115,000 <br />is required to cover the additional expenses incurred during construction, which includes a one-year <br />technical support service for $40,000. <br />ALTERNATIVES <br />None, as this is reimbursement to Black & Veatch for costs they have already incurred and payment for a <br />necessary service they will provide. <br />FINANCIAL IMPACT <br />The previous City Council approved amount of $9,426,716, and the additional $115,000 are funded <br />through the bond proceeds for capital improvement projects. <br />Thomas K.
