CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 1, 1996 <br />ITO: Honorable Mayor and City Council <br />APPROVAL: M Freema terim City Manager <br />FROM: Davi . Zamora <br />Community Devel ent Director <br />SUBJECT: Approval to Add an Additional Code Enforcement Officer to the <br />Code Enforcement Division, to be Partially Funded with Community <br />Development Block Grant (CDBG) Funds. <br />DATE: September 25, 1996 <br />BACKGROUND: <br />The Community Development Department currently administers and operates the City's <br />Code Enforcement Program, utilizing Community Development Block Grant (CDBG) <br />funds. The Program currently provides funding for two Code Enforcement Officers. <br />There are sufficient CDBG funds in the Program account to add an additional officer, in <br />order to help address the increasing Code Enforcement demand and activity. <br />DISCUSSION/ANALYSIS: <br />The City's Code Enforcement efforts have become the most viable means of <br />addressing the ever increasing violations of the City's codes and ordinances. The <br />efforts of the Code Enforcement Program are designed to reduce and/or eliminate <br />blighted, unsafe, and unhealthy conditions found in Community Development Block <br />Grant (CDBG) low and moderate income targeted areas. However, due to the great <br />demand and requests for service, the Division has found it increasingly difficult to <br />maintain the timely responses that the community deserves. <br />In Fiscal Year 1994-95, the Program was allocated $67,208 in CDBG funds. In Fiscal <br />Year 1995-96, the Program received an additional CDBG allocation of funds in the <br />amount of $127,540. Approximately $50,000 of the combined total of funds ($194,748), <br />was to be used for the demolition of substandard houses. However, due to federal <br />requirements for demolishing substandard residential housing, the funds have not been <br />used. It is staffs opinion that the funds can be better utilized at this time by adding an <br />additional Code Enforcement Officer. The County Department of Economic and <br />Community Development has verbally indicated that the funds can be used for this <br />purpose, and is prepared to approve this request upon the Council's approval. <br />ALTERNATIVES: <br />The Community Development Department is in need of additional Code Enforcement <br />assistance. If the City Council does not wish to utilize CDBG funds at this time, staffs <br />alternative will be to request additional positions at the mid -year budget review. <br />ITEM 20 <br />
