In order to increase efficiency and effectiveness of City operations, and to facilitate <br />better service to the public, the City Manager may periodically suggest organizational changes. <br />Recently, it was brought to the attention of City Administration that additional help was needed at <br />the Community Centers to assist in the delivery of City Recreation and Human Services programs <br />to the Public. Such action was taken by the City Council on September 17, 1996 when additional <br />positions that serve the Public directly were ratified in the Neighborhood Services Department. <br />/ The additional assistance provided to the Neighborhood Services Department by the aforementioned <br />action, has created an opportunity to transfer the Administrative Secretary to the Public Works <br />Department which will in turn enhance customer service in that department. <br />DISCUSSION/ANALYSIS: The City of Colton Personnel Rules and Regulations, Rule XIII, <br />Section 1, Transfers, state that "An employee may be transferred by the Personnel Officer at any <br />time from one position to another position in the same or comparable class....Transfer shall not be <br />used to effectuate a promotion, demotion, advancement......" The City Manager (Personnel <br />Officer), under authority of the above Rule, transferred the Administrative Secretary in <br />Neighborhood Services to Public Works. At the time, Public Works had a vacant Secretary <br />position. In order to ensure compliance with the above rule and to appropriately reflect in the FY <br />1996/97 Budget document the authorized positions by department, City Council is requested to <br />approve the elimination of the Administrative Secretary position in Neighborhood Services and <br />upgrade the Secretary position in Public Works to Administrative Secretary. <br />FINANCIAL IMPACT: There will be an approximate $36,000 savings in salary and benefits in <br />Neighborhood Services. There is also a savings to the Public Works Department of approximately <br />$5,000 due to the vacant Secretary position having been filled with a temporary employee. <br />RECOMMENDATION: That City Council approve elimination of the Administrative <br />Secretary in Neighborhood Services, upgrade of Secretary to Administrative Secretary in <br />Public Works; and direct staff to make appropriate changes in FY 1996/97 Budget. <br />Agenda\PW Admin SecAm <br />ITEM 26 <br />
