r" <br />MEMORANDUM <br />Office of the Mayor and Council <br />Date: September 11, 1996 <br />To: Honorable Mayor and Councilmembers <br />From: Councilmember Donald Sanders f, P.50y4 3 <br />Subject: City of Colton - Program Management Review <br />City Council Meeting of September 17,1996 <br />Several months ago, I requested that City Administration develop a comprehensive presentation <br />of all City departments for evaluation by the City Council. It was addressed at that time as <br />"Programmed Budgeting". The end result will be a presentation entailing a "Program <br />Management Review" by all City departments. I formally request for the Council's <br />consideration and concurrence to direct staff to address and commence preparation and schedule <br />this presentation for September 26, 1996. <br />The objectives of a "Quarterly Program Management Review" includes, but is not limited to, the <br />following: <br />• Departmental objectives for a given time period (overall objectives baselined). <br />• Staff to highlight problem areas, issues and concerns. <br />• A measurement tool to indicate the effectiveness of all departments. <br />• Performance indicators providing status and projection of major events. <br />• A method of analyzing cost factors (minor/major and unplanned demands) <br />• A method of forecasting and projecting future costs. <br />• Evaluate bond performance on an on-going basis (with indicator for anticipated outlays). <br />• Evaluate all assessments; determine if all bond requirements have been satisfied. If not, a <br />quarterly update should be developed outlining status and projection of events. <br />• Major Development Projects - quarterly status identifying progress (i.e., County Hospital <br />Road Improvements, Housing Developments, etc.) <br />• Develop a plan for "Cost Reduction Initiatives" — each department analyzing it's <br />measurements that will improve efficiency and reduce costs via goals and objectives. <br />• Measure the effectiveness of the services the City provides residents and businesses: <br />For Example: <br />0 Redevelopment Agency: Specific milestone objectives for economic growth and job <br />creation. <br />0 Police: Measurement of crime trends <br />0 Neighborhood Services: Identify outreach participation (i.e., gangs/social services). <br />o Other: Expansion of services at other sites? <br />DS:adf <br />Agenda Item No. 25 <br />
