r_ <br />TO: <br />CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of August 19, 1997 <br />MAYOR & CITY COUNCIL <br />APPROVAL: Len Wood, Interim City Manager <br />FROM: Gracie Fernandez Harmon, Personnel Director <br />SUBJECT: Setting of Compensation for Economic Development Director and Revision <br />of Job Description <br />DATE: <br />13, 1997 <br />BACKGROUND: The Interim Economic Development Director, Richard Powers has requested that we <br />conduct a recruitment for the position of Economic Development Director. Prior to conducting a <br />recruitment, staff is recommending that the job description be updated and that the salary range for this <br />position be increased from $52,296-$63,492 annually (equiv. to $4358-$5291 mo) to $74,040-$90,000 <br />annually (equiv. to $6170 - $7500 mo). <br />DISCUSSION/ANALYSIS: The Personnel Department conducted an unsuccessful recruitment for this <br />position in November 1996. This resulted in hiring The City Associates, Inc. as Interim Economic <br />Development Director. City Associates has recommended that we conduct a recruitment for Economic <br />Development Director; however, prior to initiating the recruitment it is recommended that the job <br />description be revised and updated. It is further recommended that the monthly salary be increased to <br />insure that sufficient qualified candidates will apply, resulting in a successful recruitment. <br />Personnel staff surveyed surrounding cities with comparable positions; those cities are: Moreno Valley, <br />Rancho Cucamonga, :Rialto, Riverside, San Bernardino, and Upland. The following is the result of the <br />salary survey for Economic Development Director: <br />C4 <br />Salary Range <br />Moreno Valley <br />5321-6792 <br />Rancho Cucamonga <br />5215-7481 <br />Rialto <br />5703-6932 <br />Riverside <br />6912-8685 <br />San Bernardino <br />6400-7780 <br />AVERAGE <br />5910-7534 <br />Attached is the revised[ job description for review and adoption by the City Council. <br />FINANCIAL IMPACT: As the RDA budget has not been approved for FY 1997-98, the exact dollar <br />impact is not known at this time. However, the salary at the range being recommended by staff ($6170- <br />$7500 monthly) plus benefits is at least $32 per hour less than the hourly rate being paid to The City <br />Associates, Inc. <br />RECOMMENDATION: That the City Council adopt the revised job description and attached <br />resolution setting the basic compensation rate for Economic Development Director at $6170-$7500 <br />monthly. <br />ghdata/agenda/econ dev dir salary.doc <br />Item No. 1 <br />
