CITY OF COLTON AGENDA REPORT For the Council Meeting of December 2, 1997 To: Honorable Mayor & City Council Approval: Len Wood, Interim City Manager From: Randy Anstine, Neighborhood Services Directo j Subject: Approval of Submission of Grant Proposal to State Department of Education for Literacy -Based School Age Child Care Date: November 24, 1997 BACKGROUND: The State Department of Education is presently soliciting grant proposals for implementation of specialized center -based School -Age Community Child Care Services, referred to as Literacy Latchkey programs. Award of these funds will allow the City of Colton to provide a comprehensive, coordinated, and cost effective child care and development program for eligible families and children, including a full range of supervision, health and support services through a full and part-time program. According to State Guidelines, the City of Colton has been determined to be a Priority One community. A Priority One ranking indicates that Colton will be considered a first priority community to receive funding. These one time funds do not require a local dollar match. This is a 100%grant funded program. If approved, the grant funds will be utilized to provide the following: • Serve as an collaboration effort with the school district, CBO's and the public • Assist in reducing criminal activity • Provide programs that are age appropriate, including academic, cognitive, linguistic, and other special needs of children • Provide academic support to children • Strengthen parent-child relationships FINANCIAL IMPACT: No match is required. Once the grant is approved and received by the City, the State Department of Education would then provide an annual grant allocation to the City of Colton in order to subsidize this program.
