B. <br />Hayhurst & Associates in the amount of $34,500 <br />DATE: January 13, 1997 <br />BACKGROUND: A request for proposal for conducting a classification and compensation <br />study was prepared in October 1996. We received six proposals ranging in cost from $29,000 to <br />$62,080. <br />DISCUSSION/ANALYSIS: The City has 350 authorized full-time positions in 151 different <br />classifications. Some job descriptions were written in the 1970's and 1980's and are very <br />outdated. More recent job descriptions written in the 1990's are also outdated due to <br />reorganization of many departments. Additionally, positions required to possess state <br />certifications and licenses do not have accurate job descriptions. <br />Last year, while attempting to comply with federal regulations requiring drug/alcohol testing for <br />positions required to possess a Class A or B license, we encountered a major obstacle because <br />there is no consistency in classifications in the Public Works Department. Rather than develop a <br />policy that included or excluded classifications, as we did in the Electric Department, we had to <br />include or exclude individual positions. <br />The ADA was signed into law on July 26, 1990 and became effective July 26, 1992. The job <br />descriptions have not been updated to identify essential functions for each classification. <br />Due in part to the City's administrative policy on reclassification requests, many classifications <br />.are highly specialized and technical that should probably be more general in nature due to the <br />size of the organization and individual departments. Many supervisors do not have the flexibility <br />to assign or cross -train their employees. <br />FINANCIAL IMPACT: Cost of $34,500 to be paid from salary savings in the self insurance <br />fund. Budgetary adjustments will be made at the mid -year budget review. <br />RECOMMENDATION: That City Council authorize award of contract to L. B.
