CLARKE, UTILITY DIRECTOR­r'�� <br />SUBJECT: ADOPT RESOLUTION REVISING CUSTOMER SERVICE POLICY TO SET A <br />FEE SCHEDULE FOR ELECTRIC CUSTOMERS WHO VOLUNTARILY <br />REQUEST MARKET MANAGER ENERGY AUDITS <br />DATE: JUNE 18, 1997 <br />BACKGROUND <br />Since 1988, the Colton Electric Utility has provided electric customers with walk-through <br />energy audits and high bill investigations at no charge. The Utility will continue high bill <br />complaint investigations at no charge. Energy audits, however, have been upgraded to <br />provide customers with breakouts of gas and electric costs in their facility by end-use using <br />sophisticated building simulation analysis. The energy savings recommendations from these <br />upgraded energy audits include a greater variety of energy saving measures and a more <br />detailed report on the financial impact of installing them. <br />DISCUSSIONIANALYSIS <br />Some electric customers may wish to have only basic recommendations for energy <br />conservation or have their high bill complaint thoroughly investigated using on-site analyses. <br />These services will continue to be provided at no cost. <br />Other customers who are contemplating making capital investments in energy conservation <br />equipment may want an energy audit conducted for their facility that has a high degree of <br />detail on energy use and energy savings associated with different energy conservation <br />measures. Staff is now prepared to better address customers needing this service. Staff <br />recommends that a fee be established for providing this service since it is a relatively time <br />intensive activity. By establishing a fee, those customers requesting the service will bear the <br />costs, not customers that don't avail themselves of this service. <br />The Colton Utilities Commission, at their regular June, 1997, meeting, recommended Council <br />approval of staffs recommendation for a fee schedule as described in this report. <br />Page 1 of 2 <br />Item # 13 <br />
