CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVE COLTON'S JOINT INTEGRATED RESOURCE PLAN FOR SUBMITTAL I <br />TO WESTERN AREA POWER ADMINISTRATION <br />JUNE 18, 1.997 <br />BACKGROUND <br />Section 114 of the National Energy Policy Act of 1992, signed into law on October 24, 1992, requires the <br />preparation and filing of Power Integrated Resource Plans (Plan) by Wester Area Power Administration <br />customers by July 8, 1997. The Plan prepared for the City of Colton is a joint submittal with the Cities of <br />Azusa and Banning, as allowable under provisions of the Act. <br />The Plan describes electric resource needs for customers of the City of Colton. The Plan is not intended <br />to present a complete analysis of the opportunities and challenges that the Colton Electric Utility <br />currently faces in the evolving industry. <br />DISCUSSION/ANALYSIS <br />The required Plan is attached to this staff report. Portions relating to the City of Banning have not been <br />completed as of this date, but will be completed in time to meet the July 8, 1997 filing date. Staff from <br />the Cities of Azusa, Banning, and Colton jointly prepared the attached Plan. <br />Due to the on-going restructuring of the electric utility industry in California and potential increases in <br />electric load, the Plan does not include major resource or demand-side commitments, changes or <br />realignments that may be contemplated. This Plan is intended to meet the federal filing requirements of <br />the National Energy Policy Act of 1992. <br />FINANCIAL IMPACT <br />None <br />RECOMMENDATION <br />That City Council approve Colton's joint integrated -resource plan for submittal to Western Area Power <br />Administration, as attached to this report. <br />Attachment: Cities of Azusa, Banning, & Colton Integrated Resource Plan for 1997-2001 <br />Page 1 of 1 <br />Item # 14 <br />
