TO:
FROM:
SUBJECT:
AGENDA REPORT
CITY OF COLTON
For City Council Meeting of
July 15, 1997
DUPLICA-,rE
July 9, 1997
MAYOR GAYTAN, CITY COUNCIL AND CITY MANAGER
Julie Hayward Biggs, City Atto404
Ballot Measure/City Manager Ordinance
Over the years it has become quite clear that the City Manager Ordinance which
was enacted by a vote of the people in 1962, needs to be amended to conform with current legal
requirements and to clarify how a city manager may be retained, whether a contract arrangement
is permissible, and what severance terms should apply. Attached is a sample City Manager
Ordinance that complies with current law and that may serve as a model for a similar ordinance
to be prepared by staff for placement on the November 1997 ballot.
At this time, staff is requesting authorization to prepare a ballot measure for
placement on the November 1997 ballot for a new city manager's ordinance. In order for this.
matter to be placed on the November 1997 ballot, the ordinance must be prepared and acted
upon by the City Council at its August 5, 1997 meeting.
Concurrence:
Gracie Fernandez Harmon, Acting City Manager
Item No. 23
