CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JUNE 17, 1997 TO: HONORABLE MAYOR & CITY COUNCIL APPROVAL: GRACIE FERNANDEZ HARMON, ACTING CITY MANAGER FROM: ANNA A. VEGA, FINANCE DIRECTO . SUBJECT: AWARD OF BID FOR 90 FT. AERIAL DEVICE TRUCK, 40 FOOT AERIAL DEVICE TRUCK AND INSULATOR WASHER TRAILER TO ALTEC IN THE AMOUNT OF $424,697.70 DATE: JUNE 10, 1997 BACKGROUND A 90 ft. and a 40 ft. aerial device truck as well as high pressure insulator washer trailer are approved in the FYI 995-96 budget for the Electric Department. The 40 #t. unit will be replacing a 1980 aerial device truck, unit #260, which will be used to change streetlights and do minor repairs. The 90 foot aerial device truck has a longer reach than our existing trucks and will be used to wash insulators, change ball field lighting and do other tasks that require a longer reach. The insulator washer trailer will be replacing unit 259, which is a 1972 model trailer. On May 15, 1997, Purchasing solicited for sealed bids for these trucks. The bid opening was held at 2:30 p.m., June 5, 1997. DISCUSSIONIANALYSIS Three bids were received and evaluated. The low bid on the 90 foot aerial device was received from Pacific Utility Equipment Co. The truck they are proposing does not meet the bid specifications, and no information was provided to explain their exceptions to the specifications. The second low bid was received from Altec Industries which met all of the specifications. The difference in price between the two companies is $2,316.62. The low bid on the 40 foot aerial device truck was received from Altec Industries. The low bid on the insulator washer trailer was received from Pacific Utility Equipment, however, they did not comply with the bid instructions which required them to submit complete factory specifications on their proposed equipment. The second low bid, which meets all of the specifications, was received from Altec Industries. The difference in price between the two companies is $233.82. Attached is a Bid Analysis showing the price and delivery time quoted by each vendor. The recommended vendor's price is underlined. ALTERNATIVES Reject all bids and direct staff to re -bid. FINANCIAL IMPACT The above equipment is approved in the FYI 996-97 budget and funds are available for both aerial trucks in account 520-8000- 8 -4910-0101 d fosftre—ft I washer trailer in account 520-8000-8004-4930-0101.
