CITY OF COLTON MEMORANDUM Office of the Mayor and Council U11A 000INUIL ATLE'TnG OF JUNE+' 17, 1997 Date: June 11, 1997 To: Honorable Mayor and Councilmembers s From: Councilmember Donald Sanders Subject: Measuring the Representation an ffectiveness of Various Intergovernmental Agency Boards, Committees and Subscriptions BACKGROUND In reviewing the preliminary budget for FY 1997/98, I am concerned about the budgeted amounts for Dues and Publications. I firmly believe it is essential that staff justify the feasibility of Colton's continued membership with such agencies. The intent of my request is to evaluate the cost effectiveness and how the City of Colton stands to benefit by continuing to maintain an active membership role in the various Intergovernmental Agency Boards, Committees and Publications. Generally, each Department should consider the following guidelines and outline the City's significance of continuing a membership: • Evaluate your participation and worthiness as a member/subscriber; • Justify any proven or anticipated benefits to the City; and • Evaluate the level of effectiveness and practicality of continuing membership versus the cost effectiveness. RECOMMENDATION Recommendation directing staff to provide an itemized accounting of all the Intergovernmental Agency membership and publication dues by department for FY 1996/97 and projections for FY 1997/98. This information will be presented at the City Council Budget Workshop of June 23, 1997. If it is determined that Colton must continue to be a member of the various Intergovernmental Agencies and Publications, then the appropriate funds shall be allocated for FY 1997/98. Otherwise, I request appropriate measures be taken to discontinue any unjustifiable and ineffective memberships and publications. Thank you for your consideration and concurrence on this matter.
