The consultant was <br />necessitated due to the vacant Personnel Analyst position. <br />DISCUSSION/ANALYSIS: In the previous six months, the Personnel Department has been <br />involved in the following projects: negotiations with three bargaining units, review and revision of <br />Personnel Rules and Regulations, implementation of Classification & Compensation Study, <br />development and implementation of improved Employee Performance Evaluation System, <br />development of Employee Recognition Program, and policy on Internet usage. As many of these <br />projects are very time consuming, the Personnel Director received approval to contract with an <br />individual With human resource experience. This contract had a limit of "not to exceed $15,000." <br />Unfortunately, due to the events of the last few weeks, I lost track of expenses paid to date for this <br />service. On 'Thursday, June 19, 1997, I was advised by my secretary that we have paid to date <br />$15,770 and have incurred an additional $560 for a total of $16,330. <br />I respectfully request that the City Council authorize the expenses incurred to date which exceed <br />$15,000. Additionally, that the City Council authorize an extension of the contract to low f <br />al <br />recruitment of the Personnel Analyst position. or <br />FINANCIAL IMPACT- <br />. There is no impact to the department's budget as this is paid for out of <br />salary and benefit savings. Cost of Personnel Analyst when filled was equivalent to $4,800 per <br />month for salary and benefits; cost of consultant is approximately $3,400 per month for wages (no <br />benefits paid); for a savings of $1,400 monthly. <br />RECOMMENDATION: That City Council approve and authorize the expenditures incurred <br />to date and further approve an extension of the contract until the Personnel Analyst position is <br />filled. <br />Ext of TT co=.doc <br />
