CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 6, 1997 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Ma eeman, Ci!rN)anager� ),wa-- <br />SUBJECT: Request Council's Support of AB 942 <br />DATE: April 21, 1997 <br />,.9 .r"I <br />VED <br />014V utANAGER <br />BACKGROUND: <br />Approximately four years ago, an entire housing tract located in the western portion of the <br />City of Colton had water leaks under the slabs, due to deterioration in the copper piping. All <br />copper piping was replaced with chlorinated polyvinyl chloride (CPVC) plastic piping, which <br />was allowed, at that time, by AB 151 (the Baca Bill). <br />DISCUSSION/ANALYSIS: <br />The Baca Bill is due to sunset at the end of this year. The Coalition for Consumer Choice is <br />asking for cities' support for the continued use of CPVC, via approval of AB 942. This bill <br />will allow cities that are currently using CPVC as a result of AB 151 the opportunity to <br />continue to use it after the Baca Bill sunsets. Without the continued use of CPVC, local <br />jurisdictions will have no alternative other than to use a thicker type of copper, when water <br />leaks begin to appear under slabs in housing tracts. <br />ALTERNATIVES: <br />None granted by the 1994 Uniform Plumbing Code. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None known. <br />RECOMMENDATION: <br />That the City Council support the Coalition for Consumer Choice in recommending the <br />continued use of CPVC_ <br />Item # I I <br />
