CITY OF COLTON
AGENDA REPORT
DUPLICAT
For Council Meeting of May 20, 1997 E
TO: Honorable Mayor and City Council
APPROVAL: Malik Freeman, City Manager
FROM: David Michael Davis, City Librarian
SUBJECT: Authorization to accept a California State Library "InFoPeople" Grant in
the amount of $5,000 for FY 96/97
DATE: May 12, 1997
BACKGROUND
The Colton Public Library has been awarded $5,000 in new state grant funding for FY 96-97.
The grant entitled "InFoPeople" is available through the California State Library. The purpose of the
"InFoPeople" grant is to enhance public library services by providing Internet access for public use and
Internet training for staff; to position public libraries for telecommunications access; to explore Internet
technologies; to build partnerships among public libraries and among the public library and community
organizations.
DISCUSSION/ANALYSIS
Participating "InFoPeople" libraries will receive two Internet workstations, connect time, and staff
training. Also, participating libraries must commit to placing at least one of the two workstations in a
public service area and providing public access to it on a long term basis. The California State Library
will sponsor up to five staff training sessions over a one-year period and provide at least 100 hours of
dial-up connect time for public use. A team consisting of a representative from the Library and a
representative from the community are required to participate in each training session.
The Colton Public Library Board of Trustees has adopted a Library Agreement for Internet Use and
Acceptable Use Policy. The policy is essentially the same as the policy in use by the San Bernardino
County Superintendent of Schools; i.e., Internet service is offered only in support of business,
government, and education.
ALTERNATIVES
Without grant funding, such a program would only be-Y)ssible by utilizing the City's general funds.
Attachments: Program Budget
Resolution
Item No. 12
