Parrish, Senior Program Manager <br />--CF:' <br />SUBJECT: Request to Close Portions of Meridian Avenue to Through <br />Traffic for the Purpose of Constructing Infrastructure and <br />Traffic Mitigation Improvements Related to the San <br />Bernardino County Medical Center Replacement Project. <br />DATE: October 29, 1997 <br />BACKGROUND: <br />In conjunction with the construction of the Infrastructure and Traffic Mitigation <br />Improvements surrounding San Bernardino County Medical Center Replacement <br />Project, certain streets (specifically, Meridian, Pepper and possibly San Bernardino <br />Avenues) must be closed at various times to through traffic. <br />DISCUSSION/ANALYSIS: <br />In order to relocate utilities and construct infrastructure and traffic mitigation facilities on <br />Meridian Avenue, Meridian Avenue must be closed to through . traffic, in phases as <br />described below: <br />Close Meridian Avenue from Valley Boulevard, north to "C Street beginning on <br />approximately November 17, 1997, through approximately January 14, 1998. <br />Close Meridian Avenue from "C" Street, north to San Bernardino Avenue beginning on <br />approximately January 19, 1998, through approximately March 18, 1998. <br />The above closures will be twenty-four hour closures. <br />All work of the work performed and the signs and barricades used will be as per the <br />State of California, Department of Transportation Manual of Traffic Control for <br />Construction and Maintenance Work Zones and Work Area Transportation Control <br />Handbook (WATCH Manual). <br />In order to mitigate the impact of these street closures on the public, the construction <br />manager and the contractor will deliver informative flyers to residents and businesses <br />surrounding the construction area beginning November 5, 1997. Additionally, <br />messages regarding this, and future street closures related to this project will appear on <br />Colton Utility bills which are mailed to all Colton residents and businesses. A message <br />will also appear on the Colton cable access channel. <br />Item # 14 <br />
