CITY OF COLTON
MEMORANDUM
Office of the Mayor and Council
Date: October 14, 1997
To: Honorable Mayor and Councilmembers
From: Councilmember Kelly J. Chastain n i P eras&
Subject: Board/Commission Orientation Procedure
CITY COUNCIL MEETING OF OCTOBER 21,1997
This is a formal request directing staff to develop and implement a Board/Commission
Orientation Procedure. The intent of implementing such a procedure is to familiarize
each newly appointed Commissioner with the City and its operations.
Implementation of such a procedure would allow Board Members and Commissioners to
fully understand the purpose, goals, obligations, ethics and standards they are expected
to uphold. Upon inception, the initial Orientation shall be a one-time orientation for
existing Commissioners. Thereafter, all newly appointed Board Members and
Commissioners shall go through the orientation process on a one-to-one basis with the
Department Director.
Recommendation to include, but not limited to, the following items as a standard part of
the orientation:
• Hold an orientation after the General Election (or as needed for new
appointments)
• Hold orientation within 30 days of appointment
Make orientation mandatory to ensure completion of filing forms, etc.
Orientation shall include the respective Department Director
Manual of Procedures
Certificate of Appointment
Commissioner's Handbook (books would be considered City property and
shall be returned to the City upon completion of their term of office)
Tour of the District and/or City
It is my firm belief that the City would greatly benefit by implementing a Board/
Commission Orientation Procedure. Therefore, I respectfully request for your
consideration and concurrence directing staff to develop, implement and maintain a
standard Board/Commission Orientation Procedure.
KJC: adiF
Item No. 21
