CITY OF COLTON <br />AGENDAREPORT <br />For Council Meeting of January 13, 1998 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: LEN WOOD, INTERIM CITY MANAGER <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />SUBJECT: AUTHORIZATION TO ACCEPT AN ADDITIONAL $1,635 IN "ADULT LITERACY <br />FUNDS" AND AMEND THE ADOPTED BUDGET FOR A TOTAL FY 97/98 <br />APPROPRIATION OF $17,240 <br />DATE: DECEMBER 18, 1997 <br />BACKGROUND: The Colton Public Library anticipated $15,605 in revenue from the "Adult Literacy <br />Fund" for FY 97/98. This amount was included in the City's adopted budget for FY 97/98. However, <br />the California State Library has approved an additional $1,635 in funding for this program. These grant <br />funds are used to purchase literacy office supplies, special tutorial supplies, instructional materials, <br />f` audiovisual and computer materials, and staff and tutor training. <br />DISCUSSION/ANALYSIS: The Colton Public Library recognizes that a continuing' demand exists for <br />one-to-one instruction in basic reading and writing skills for adults. According to the California <br />Department of Education, 20% of the adult population 16 years and older cannot read. This is the <br />population that the Colton Public Library's literacy program seeks to serve. <br />ALTERNATIVES: Without` such grant funding, a literacy program of such dimensions could only <br />otherwise be continued with the City's general fund. <br />FINANCIAL IMPACT: No cost to City.' <br />David Michael Davis, City Librarian <br />RECOMMENDATION: Staff recommends that Council accept an additional $1,635 in "Adult Literacy <br />Funds" and approve the resolution amending the adopted budget for a total FY 97/98 appropriation of <br />$17,240. <br />
