RAUCH, LIEUTENAN./f.,`!'/ <br />SUBJECT: PARADE PERMIT APPLICATION <br />DATE: JANUARY 6j 1998 <br />On 1/5/98, 1 received an application for a parade permit from Mr. Gerald Hobbs <br />representing the 11.nited Front Organization. This organization appears to represent <br />those people who protest roadway and land closures within the deserts and forests of <br />the Western United States <br />The application indicates that on Friday 2/6/98, at 1030 hours 500 to 1,000 vehicles <br />will meet at Rancho Ave. an: d Valley Blvd. They will caravan to Congressman George <br />Browns office at 657 N. La Cadena Dr. by proceeding eastbound on Valley Blvd., <br />northbound on La CadenaDr., eastbound on 'C' St., southbound on 9th St., <br />westbound on Valley Blvd. : and back to Rancho Ave. to IS -10. <br />Municipal Code Section 10,46.060, Permit -Grounds for denial, states, granting of the <br />permit will resuft in the obstruction qf the orderly movement of traffic or the peaceable <br />P assage or presen ce qfpersons� to., oiler or upon the public high ways. 500 to 1,000 <br />vehicles caravaning on our:city streets is going to disrupt the flow of traffic in our <br />downtown business area. La Cadena Dr. is only a two lane roadway, as is, "C'St. and <br />9th St. There is no indication in the application that the caravan would obey all traffic <br />laws. This would be very difficult for them to do with the number of vehicles involved. <br />I attempted contact several:: times with Mr. Hobbs to see how he was going to handle <br />these traffic issues with neg : ative results. <br />Colton High School is locat,ed at the cornerof Valky Blvd. and Rancho Ave. where <br />this parade would begin and end. A caravan of 500 to 1,000 vehicles would be <br />disruptive to the school which will be in session during this event. The. school lunch <br />break starts a approximate : ly 11.00 hours and this would add to the traffic congestion <br />in that area. It is estimated: that six additional officers would be called in for <br />approximately three hours,at a total cost of $576.00. <br />The number of vehicles anticipated by Mr. Hobbs would negafly...ply. ct our <br />business district and the High School area.
