CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of March 17, 1998 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN .000 <br />SUBJECT: AUTHORIZATION TO APPLY FOR, AND ACCEPT IF AWARDED, <br />A CALIFORNIA DEPARTMENT OF EDUCATION LIBRARY LOCAL <br />ASSISTANCE GRANT IN THE AMOUNT OF $4,000 FOR FY 98199 <br />DATE: MARCH 4, 1998 <br />BACKGROUND: <br />The Colton Public Library is eligible to apply for a California Department of Education Library Local <br />Assistance Grant in the amount of approximately $4,000. This program is coordinated at the Main Library. <br />These funds will be used to supplement the library's current literacy services. Eligible activities include: <br />(1) purchase of supplementary instructional materials and supplies, (2) in-service training for personnel, <br />and (3) counseling and guidance services. <br />DISCUSSIONIANALYSIS: <br />The Colton Public Library recognizes that a continuing demand exists for one-to-one instruction in basic <br />reading and writing skills for adults. According to the California Department of Education, 20% of the adult <br />population 16 years and older cannot read. This is the population that the Colton Public Library's literacy <br />program seeks to serve. <br />ALTERNATIVES: <br />Without grant funding, such a program can only otherwise be continued with the City's general funds. <br />FINANCIAL IMPACT: <br />This is a no -obligation item to the City. No local matching funds are required. <br />David Michael Davis, City Librarian <br />RECOMMENDATION: <br />Staff recommends that Council authorize the City to apply for, and accept if awarded, a California <br />Department of Education Library Local Assistance Grant in the amount of approximately $4,000 for FY <br />98199.
