CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 17, 1998 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henry Garcia, City Manage <br />FROM: Dennis Morris, Personnel Director'2'-%�� <br />SUBJECT: A Resolution Adopting Job Classification Titles and Setting Basic <br />Compensation Rates for Full -Time Classifications as of Fiscal Year <br />1997-98 <br />DATE: March 9, 1998 <br />BACKGROUND: The most recent master document which sets job classifications and basic <br />compensation rates is Resolution 62A-96 along with several amendments. <br />DISCUSSION/ANALYSIS: The City Council approved a four percent pay increase effective July <br />1, 1997, for all groups except Fire and IBEW. The resolution with the new salary ranges is attached. <br />Additionally, this resolution formally implements the revised classifications/title changes, as <br />recommended by the Consultant, and as previously informally reviewed and approved by the Mayor <br />and City Council. The title changes not listed on "EXIMIT A" are: Purchasing Assistant, Senior <br />Consumer Service Representative, Senior Meter Reader, and Warehouse Supervisor. These positions <br />are omitted because they entail salary changes and will be addressed during the budget process for FY <br />1998/99. <br />An additional title change that is being recommended is the title of Personnel Director to Human <br />Resource Director. The reason for this change is that the Personnel Director title is an outdated term. <br />It refers to the personnel function as more of a clerical or recordkeeping function. Human Resources <br />is more of a contemporary term and more in line with the idea that the Human Resources in an <br />organization is the most important resource that any organization possesses. It is also complimentary <br />to the new City Manager's philosophy of "Team Colton". <br />FINANCIAL EMPACT: None. <br />ENVIRONMENTAL IMPACT: None. <br />RECOMMENDATION: Request adoption of a new resolution, submitted as "EXHIBIT A", <br />which includes the applicable compensation rates as agreed to by the aforementioned bargaining units <br />and the requisite job classification titles which were approved as recommended by the Consultant <br />earlier this year Further request the rescission of Resolution No. 62A-96 and applicable amendments. <br />Item # 13 :k <br />WDATA\AGENDA\AGENDATT.DOC , <br />
