Clarke, Utility Directo <br />SUBJECT: APPROVAL FOR MAILING THE "ENERGY SAVERS - TIPS ON SAVING <br />ENERGY & MONEY AT HOME" BOOKLETS <br />DATE: November 11, 1998 <br />BACKGROUND <br />The City of Colton Utility Department has Purchased 17,500 Copies of "Energy Savers - Tips on Saving <br />Energy & Money at Home". Staff feels these booklets are some of the best energy conservation guides <br />that are available. Currently, these booklets are only distributed during home energy audits to customers <br />requesting assistance due to concerns with their bills. Staff has come to recognize that to proactively <br />help customers understand energy use in their homes and help reduce the need for home audits, mailing <br />these guides to all residential customers would be highly beneficial to them and the Utility. <br />DISCUSSION/ANALYSIS <br />One of the goals of the Public Benefits Charge is to improve energy efficiency and to provide customer <br />education programs. These guides would give Utility customers an effective educational tool to help them <br />improve the efficiency of their homes. This is an appropriate and effective use of Public Benefit Funds. <br />The use of these guides might also help reduce the Utility's peak demand as well as the number of <br />customer high -bill concerns. <br />ALTERNATIVES <br />These guides could be given to customers only when a home energy audit is performed or left to be <br />picked up at random from the customer service counter in City Hall, but then they would not reach all <br />customers. Attempts for distribution by Meter Readers would interfere with their meter reading duties. <br />Leaving guides at customers' doors would most likely result in waste and loss. And, finally, the booklets <br />are too large to include with utility bills. <br />FINANCIAL IMPACT <br />Postage for 16,500 is expected to be...... $5,565.15 <br />Labels and envelopes ...... 1,500.44 <br />Mailing services ........ 1.270.50 <br />Total ....... $8,336.09 <br />RECOMMENDATION <br />Staff recommends that the City Council approve the expenditure of $8,336.09 from the Public Benefits <br />Fund to mail 16,500 copies of "Energy Savers - Tips on Saving Energy & Money at Home" to the City's <br />residential customers. <br />Report Prepared by: Gerald Katz, Energy Services Specialist <br />Page 1 of 1 (w/attachment) <br />Item # 9 <br />
