CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of September 15, 1998 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: THOMAS K. CLARKE, UTILITY DIRECTO <br />SUBJECT: ADOPTION OF 1998 WATER AND WASTEWATER MASTER PLANS <br />DATE: AUGUST 31, 1998 <br />BACKGROUND: <br />On February 1, 1994 Council awarded Kennedy -Jenks the contract for updating the <br />1987 Wastewater Master Plan; and on March 5, 1996 Council awarded Kreiger and <br />Steward the contract for updating the 1991 Water Master Plan. <br />DISCUSSION/ANALYSIS: <br />Wastewater Master Plan: <br />Kennedy -Jenks did not elaborate on the work required at the Wastewater Treatment <br />Plant since e a comprehensive Title 22 Report had already been accompliShec+. The <br />Title 22 Report is incorporated in the Wastewater Master Planin the Appendices. The <br />Wastewater Master Plan did provide a comprehensive report on the needed capital <br />improvements for current use as well as future expansion. The capital improvements <br />have been included in the Rate Study presented to Council in May, 1998. <br />The Water Master Plan prepared by Krieger and Stewart places emphasis on the <br />existing infrastructure needs. The Water Master Plan also expanded on the 1991 <br />Water Master Plan, which emphasized future water infrastructure needs for new <br />development. Since the future water infrastructure needs are not required until new <br />development occurs, and will be paid for, or constructed by, each new development, <br />immediate action by the City is not required. This section is used as a "blueprint" for <br />new development, and can be altered to fit the water needs as they change. The <br />Water Master Plan includes the following capital improvements: <br />1. The Central Zone's water needs. Each summer, due to the <br />higher density of population and businesses in this zone, it <br />_ uses more water than any other zone. Two new reservoirs <br />sites have been identified, and the hydraulic calculations <br />made by Kreiger and Stewart will determine which site should <br />be developed first. In addition to two new reservoirs, Well #25 <br />will be drilled this fiscal year. This Well will discharge to the <br />3 MG La Loma Reservoir (constructed in 1979), which provides <br />Item # 10 <br />
